When the floodwaters rose May 1 in Nashville, turning a landlocked city into a chain of islands, Edna Garcia was downtown with her 9-year-old daughter. Her two other children, ages 7 and 2, were with a friend a few miles away and a county over. Her husband, Raul, was out of town.

“The interstate was flooded and the road I needed to get to was flooded too,” Garcia says. “That was the scariest moment.”
